This site is devoted to the repeal, or amendment of 3099 of the Labor Code "Electrician Certification Program" and related laws, that may make it illegal for you to work as an Electrician. Or, make it almost impossible for you to operate a small business as an C-10 Electrical Contractor in California! And damage the California Construction Industry and economy.

The Stop AB-931 site is operated by an individual, it's Author, on a grassroots level. And takes no money, or compensation of any kind, for operating the site. And, yes, has taken and passed the General Journeyman Electrician test.

The Author of this site is an Electrician, working for an Electrical Contractor, and also holds a C-10 license in California. And has been in the Electrical Industry since 1990. One day hoping to open a small business. Something 3099 of the Labor Code, and it's related laws will make almost unobtainable for many with the same goal.

The concept of the regulation is a high and valid ideal, although completely unnecessary. The Electrical Industry in California has done just fine under the regulation of local Building Departments, and the California, Contractor State License Board. (CSLB) As well as the various Business and Professions codes, regulating all construction related trades, and consumer protection. 

Other States have similar regulations to 3099 of the Labor Code. These are the main reasons those states have not seen the type of construction sector growth that California has in past.

3099 of the Labor Code, and related regulations are filled with "catch 22's", that in practice, will cripple small non-union and unaffiliated Merit companies. These companies serve a large majority of the market not already dominated by large union companies. ( i.e. Public and Civic Works, and middle to large development and construction projects. ) This regulation conceived by the IBEW, is their attempt to take over the rest of the market that they have not been able to compete in. Due to over-inflated labor, and operating costs. After years of infighting with Merit Organizations Like the ABC, and WECA, they now battle of territory in our state.

The Author of this site is not anti-union. After all, we have the many Unions to thank for many of the worker protection agencies in our government, that insure our safety. However, the IBEW is a "Brotherhood", a fraternity disguised as a Union. A Fraternity that often strangles the markets they get a hold on. Using laws like this one, the IBEW has completely taken over several states. Places where you can not enter, or work in the Trade, except through the IBEW, regardless of training and experience. And, entry to the IBEW in many places, is on a "who you know, or,,," basis. Nepotism, runs rampant throughout and around the origination. Some of these same "Local's" will often "un-officially" encourage acts of intimidation among their members, against non-union Companies, and Employees. This why you don't see my name printed here.
